The 22-year-old, who spent the second half of last season on loan at Crystal Palace, had said on Thursday that he hoped to follow in the footsteps of Ajax greats Zlatan Ibrahimovic and Nwankwo Kanu.
Speaking prior to the confirmation of the deal, Arsenal boss Arsene Wenger said he hoped the France under-21 striker would be able to develop his game in Amsterdam.

"He needs to play," Wenger has said. "He is at that age. He came to us injured and it took us a while to get him to top level.
"I'm sure it will be good for Ajax and he has opportunity to play in the Champions League and that's vital for his experience.
"[Former Arsenal players] Dennis Bergkamp and Marc Overmars work at Ajax and we have a good relationship with them."
Sanogo joined Arsenal from Auxerre in 2013.
