You're right that Marussia's Jules Bianchi outqualified Max Chilton on 17 occasions - Chilton only recorded quicker times in Monaco (where Bianchi didn't actually set a time at all) and Japan.
At Red Bull, Sebastian Vettel also outqualified Mark Webber on 17 occasions.
But actually there was one team with an even bigger discrepancy: at Sauber, Nico Hulkenberg outqualified Esteban Gutierrez 18 times out of 19, the exception being in Singapore, when Gutierrez was 10th and Hulkenberg (who had a DRS problem) 11th. The closest pair of drivers were at McLaren, where Sergio Perez edged Jenson Button 10-9 overall.
